if they are doing it in chat, instabanning them won't stop them. when you ban someone, it suspends their board account immediately but if they have the chat window open they can keep using chat until they close the window. an admin can kick people from chat so, in those situations, it's far more expedient to contact an admin than to ban the user and wait for them to close chat for the ban to take full effect.
