What all is possible on the mobile version of the site?
The way I access is on my iPhone 4. I go to weezer.com and it redirects me to the mobile version. Is this the way I should be visiting the site?
How do I reply to a thread without quoting a post?

if you reply to the very first post in the thread (i.e. the one made by the thread-starter, like i am doing now), you can reply without quoting. for example, i replied on this thread using my phone by replying directly to jon's original post.
when i'm out and about, i access the site pretty much the same way as you (only using a htc/android mobile). generally, the mobile version seems quite limited although if you just want to read a thread or make a quick post, it's fine. don't forget, though - at the bottom of each page of the mobile site, you can click 'view regular version of this page' to see the site in its non-mobile format.
