The phrase was "If it's too loud, turn it up", but in typical Weezer humor in the 90's they changed it to "If it's too loud, turn it down".

Actually the phrase is, "If it's too loud, you're too old."

nels.beckman is correct. it originality comes from a KISS bootleg. You can also read it on the back of Rivers' KISS Animalize shirt he wore on the cruise. I'm not saying that that's where the phrase is coming from, just that Rivers probably knows it from KISS.

I have a Weezer t-shirt from the 90s that says If it's too loud turn it down. It's a real thing. Why they did it, who knows. It's a t-shirt. Probably don't think about it too much.
